Exchanging a Foreign Driving Licence in Korea: What the Process Requires

Why an international permit is not a long-term answer

An International Driving Permit issued under the Geneva or Vienna convention lets a visitor drive in Korea, but it is designed for short stays.

Its limits

  • It is valid for a limited period from your date of entry, not for the full validity printed on the document
  • It must be carried together with your original national licence and your passport — the permit alone is not sufficient
  • It expires and cannot be renewed inside Korea. You would have to obtain a new one in the issuing country
  • Rental companies and insurers apply their own conditions on top

Once you are a resident, exchange is the practical route. Driving on an expired permit means driving unlicensed, with consequences for insurance cover as well as the legal position — a claim can be refused entirely.

Insurance is the real risk. If an accident occurs while you are not validly licensed, both rental cover and travel insurance may treat it as excluded. The financial exposure can be very large.

What the exchange requires

The exchange process converts a valid foreign licence into a Korean one. It is handled at driver’s licence examination offices operated by the Korea Road Traffic Authority, and at some police stations.

  • Your original foreign driving licence — valid, not expired
  • Passport
  • Alien registration card — proof of residence status
  • Confirmation of the licence’s authenticity — see below
  • Photographs in the specified format
  • Application form and fee

The authenticity confirmation is the step that catches people

Korea requires verification that your foreign licence is genuine. This is usually done in one of two ways:

  • A certificate from your embassy or consulate in Korea confirming the licence is authentic and stating its class and validity
  • An apostilled document from the issuing authority, where that route applies

Embassies differ enormously in how they handle this — some issue the confirmation over the counter, others require an appointment, a fee and a wait of weeks. Contact your embassy first, before you take a day off to visit the licence office.

Which countries get a simplified route

Not every licence is treated the same. Korea maintains arrangements with a number of countries and jurisdictions under which the exchange is simplified — typically meaning the practical driving test is waived, and sometimes the written test as well.

Class matters as well as country. A licence permitting large vehicles or motorcycles in your country may convert only to a standard car class in Korea, or may require separate testing. Check what your class maps to before assuming.

Some jurisdictions are treated at sub-national level. Where licences are issued by states or provinces rather than nationally, arrangements can apply to some and not others within the same country. Check the specific issuing authority on your licence, not just the country name.

The Korea Road Traffic Authority publishes the list of countries and the treatment applying to each. Because this is revised as arrangements are added or amended, check it directly rather than relying on an account from someone who exchanged a licence years ago.

If your licence has expired

An expired foreign licence generally cannot be exchanged. You would need to renew it in the issuing country, or take the full Korean licence process from the beginning — written test, skills test and road test.

  2. Written test — available in multiple languages at major examination offices
  3. Skills test (gineung, 기능) — a closed-course test
  4. Practice period with a temporary permit
  5. Road test (doro juhaeng, 도로주행) — on public roads

Driving schools handle registration and provide the vehicle for tests, which is the usual route for people without access to a car.

After you hold a Korean licence

  • Renewal is required periodically, with an aptitude test. The interval depends on age and licence class.
  • Renewal notices go to your registered address. Update your address with immigration and the licence authority when you move — a missed renewal can lead to the licence lapsing.
  • Penalty points accumulate for violations and can lead to suspension. Points are attached to the licence holder, not the vehicle.

Car insurance

Compulsory insurance is required for any vehicle. Premiums for foreign residents depend on driving history, and history from your home country is generally not transferable unless a specific arrangement applies — expect to start without a no-claims record. Some insurers accept documentation of overseas history for a discount; ask before assuming.

When you leave Korea

If you surrendered a foreign licence at exchange, arrange its return before departure. This is handled by the licence authority, and doing it from overseas afterwards is considerably harder.
